AQALAT aspires to achieve its vision of future projects by enabling smart cities concepts leveraging stc’s ICT capabilities, creating sustainability and raising the standards of everyday life for its residents, not to mention the availability of pedestrian walkways, parks, open areas and so many others. The Project, at a later stage, will have another phase with various asset classes (e.g. residential, offices, and retail).

Beginning with a detailed benchmarking exercise, we provided the Client with market-aligned service cost insights that guided negotiations and evaluation scoring.
We developed a full suite of tender documents, including technical scopes, performance frameworks, and evaluation matrices, ensuring transparency and comparability across all submissions. Throughout the tendering process, GJC managed bidder communication, RFIs, site visits, BAFO sessions, and final bid evaluations, culminating in a well-documented award process and final agreement compilation.
In parallel, we proposed value-added solutions such as service package consolidation to streamline contract oversight and reduce fragmentation. We also developed a comprehensive cost model to support reserve fund forecasting and long-term service budgeting.
The Client retained our services through the final documentation and handover phase, recognizing the added value, technical accuracy, and strategic clarity we brought to the project’s procurement lifecycle.
