With this significant expansion, the client required a robust framework to manage city-wide operations, facilities, and financial planning at a scale rarely attempted before within a master-planned development.

• City Management Operations Model (CMOM): A core reference framework defining governance, organizational structure, service delivery mechanisms, and interdepartmental coordination for a liveable, mixed-use giga-city. It establishes a hybrid city management approach, balancing permanent residential, commercial, and institutional services with large-scale entertainment and tourism operations.
• Facility Management & Community Management Operational Support Strategy: A binding framework for all FM and CM support facilities, translating service vision and performance standards into tangible operational assets.
